“All eyes on me,” means to be the center of attraction. To be the cynosure of all eyes in such a way that people now start focusing and paying attention to you and everything you do.

In the song, Portable reverences God for changing his story to good and making all eyes on him. He is thankful to God for how far he has brought him and where he is his still leading him to. 

He prays that God will make everyone that is looking at him and those listening to him favor him for good. He also prays that God makes his reign last forever and not just a day, a month, or a year. He also talks about how his prayers to God keep making him overcome his enemies and breakthrough in all he does.
